  1. In a mixing bowl, combine flour, baking powder, sugar, vanilla, cinnamon, and salt.
  2. Beat in the egg, rum, and sparkling water gradually until a smooth, thick batter forms.
  3. Fold in raisins if using. Cover and let the batter rest for 20–30 minutes to rise slightly.
  4. Heat oil in a deep pan over medium heat. Drop spoonfuls of batter into hot oil and fry until golden brown on all sides.
  5. Remove fritters with a slotted spoon and drain on paper towels. Serve warm.
